StarDict is an offline dictionary software developed by Hu Zheng.
It has a GUI version and a terminal version: SDCV - StarDict Console Version
Hu Zhen hosted a large archive of dictionaries for download at http://download.huzheng.org/.
The website became permanently unresponsive around November 2023. Mirrors weren't readily available.
To save the archive, the data was scraped from Wayback Machine, downloaded and parsed into maintainable textfiles and converted to html documents.
Not all dictionary file could be salvaged. If you happen to have a version of one of the missing dictionaries (list following soon), please get in touch.

tar -xjvf a.tar.bz2 -C /usr/share/stardict/dic
tar -xjvf a.tar.bz2 -C /Applications/StarDict.app/Contents/Resources/share/stardict/dic
Use WinRAR to extract the .tar.bz2 file, which you get a directory, then move this directory to the dic\, such as C:\Program files\stardict\dic\
